- Congress.gov noteAs introduced and passed House, H.R. 2540 covered a variety of veterans' benefits. As passed Senate and enacted into law, the bill narrowed to become the Veterans' Compensation Rate Amendments of 2001, which provided a cost-of-living adjustment (COLA) for veterans' disability benefit programs.
