- Constitutional authority statementThe sponsor’s statement of where the Constitution gives Congress the power to pass this bill. Statement by Mr. ISSA, as printed in the Congressional Record (Vol. 170, No. 143, September 16, 2024, Page H5239):Article I, Section 8, clause 3 provides Congress with the power to ``regulate commerce with foreign nations, and among the several states, and with the Indian tribes.'' The Supreme Court has held that Congress's power to regulate foreign commerce includes the power to regulate the entry of persons into the country. See Henderson v. Mayor of New York, 92 U.S. 259, 270-71 (1876). The single subject of this legislation is: To provide that any foreign government official who engages in censorship of American speech is inadmissible and deportable.Source: Congress.gov, Congressional Record September 16, 2024 ↗
