  To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof. The single subject of this legislation is: Prohibits DoD procurement, purchasing, or sale of certain items containing or produced using certain types of PFAS, including cookware, uniforms, personal care products, floor and furniture wax, carpeting and upholstery, and food packaging.
