- Constitutional authority statementThe sponsor’s statement of where the Constitution gives Congress the power to pass this bill. Statement by Mr. HUELSKAMP, as printed in the Congressional Record (Page H6300):This legislation is introduced under the authority of Article I, Section 8, Clause 1 and the Tenth Amendment to the United States Constitution. This bill restores the proper balance of power between the federal and state governments as intended under the Tenth Amendment to the United States Constitution by devolving the responsibility of providing food assistance for low income citizens to the states. It reinforces the founding constitutional principle that state governments are properly situated with attending to their citizens' health, safety, and general welfare. ____________________Source: Congress.gov, record updated December 5, 2025 ↗
